The DeSoto Parish School Board met in regular session at the DeSoto Parish School Board Instructional Materials Center, 523 Oxford Road, Mansfield, Louisiana, on Thursday, October 1, 2020, at 6:00 p.m. with the following members present:

 

Dudley M. Glenn, Dr. Neil Henderson, Jeffrey Dillard, Donald B. Dufour, Alice Thomas, Dale Morvan, Mark Ross, Bobby Boyd, Rosie Mayweather, and Clay Corley, Superintendent.

 

            Absent:  Thomas Craig, Jr., Coday Johnston

 

            Item 1:  Call to order

           

            Mrs. Mayweather led the invocation and the Pledge of Allegiance to the Flag.

 

            Item 2:  Revisions to the agenda.

 

            There were no revisions to the agenda. 

           

            Item 3:  Approval of minutes of the regular Board meeting of September 3, 2020.

 

            Dr. Henderson made the motion, seconded by Ms. Thomas, to approve the minutes of the September 3, 2020, regular Board meeting.  The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0.

           

            Item 4:  Report of the Budget/Finance Committee meeting held on September 24, 2020.

 

Motion was made by Mr. Glenn, seconded by Dr. Henderson, to approve the minutes of the September 24, 2020, Budget/Finance Committee meeting as presented.  The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0. 

 

Motion was made by Mr.Ross, seconded by Mr. Morvan, to approve the following action from the September 24, 2020, Budget/Finance Committee meeting:

 

Approve budget revisions for the Internal Service Fund and the Pension and Other Post Employee Benefits Trust Fund, as presented.

 

Approve resolution to authorize the Superintendent to sign the form for rejection of uninsured/underinsured insurance coverage for commercial automobiles.

 

Approve addendum to 2019-2020 salary schedule regarding TAP performance payouts.

 

The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0.

 

Louisiana Public Schools Risk Management Agency

Uninsured/Underinsured Motorists Bodily Injury Resolution

 

The following resolution should be placed in the minutes of the DeSoto Parish School Board held on October 1, 2020.

 

            Agenda Item 4bii - Resolution authorizing the superintendent to sign the required Louisiana Uninsured/Underinsured Motorist form reflecting the selection of or rejection of Uninsured/Underinsured Motorist Bodily Injury Coverage.

 

            Mr. Ross moved, and seconded by Mr. Morvan, to authorize the superintendent to sign the required Louisiana Uninsured/Underinsured Motorist form reflecting a selection of or rejection of Uninsured/Underinsured Motorist Coverage.  This selection is applicable to Commercial Automobile Insurance Coverage for the period of October 1, 2020 to October 1, 2021, as presented.

 

            Item 5:  Consider approval of easement requests from:

 

            Southwestern Electric Power Company regarding tower installation on an area adjacent to the former Pelican All Saints High School.  This property is covered by a Cooperative Endeavor Agreement between the DeSoto Parish School Board and the DeSoto Parish Sheriff’s Office.

 

            Atmos Energy regarding relocation of gas lines and meters at Stanley High School.

 

            Motion was made by Dr. Henderson, seconded by Mr. Glenn, to approve the easement requests as presented.

 

  The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0.

 

Item 6: Comments

 

Mr. Corley made the Board Members and public aware:

 

·        The official student count was taken today and our district is down about 122 students in the MFP count that will be submitted to the Louisiana Department of Education.

·        More virtual only students have returned to face-to face instruction, but we will continue to have virtual only students for various reasons.

·        We will begin holding face-to-face student instruction 5 days per week beginning October 12.

·        PK performance profiles were released today for 2019-20 and both Stanley High School and North DeSoto Lower Elementary School received excellent ratings.  The PK programs in Logansport High School and Mansfield Elementary School received high proficient ratings, and are on the brink of having excellent ratings.  We are very proud of them for continuing to show growth.

·        We are having weekly construction progress meetings now at Mansfield High School regarding the completion of the football stadium.  We are getting close to completion.  Mr. Parker and Mr. Wilkinson have worked very hard on this project and we are very appreciative of their efforts.

·        High school football begins this weekend for DeSoto Parish. 

 

                        Board Members and Superintendent Corley discussed various points of virtual learning and some possibilities for the future.

 

Item 9: Adjournment 

 

On a motion by Mr. Glenn, seconded by Mr. Dillard, the Board voted to adjourn at 6:31p.m.
