The DeSoto Parish School Board met in regular session at the DeSoto Parish School Board Instructional Materials Center, 523 Oxford Road, Mansfield, Louisiana, on Thursday, June 3, 2021, at 6:00 p.m. with the following members present:

 

Dudley M. Glenn, Dr. Neil Henderson, Donald Dufour, Alice Thomas, Coday Johnston, Dale Morvan, Thomas Craig, Jr. Bobby Boyd, Rosie Mayweather, and Clay Corley, Superintendent.

 

            Absent: Jeffrey Dillard and Mark Ross

 

Item 1:  Call to order

           

            President Morvan called the meeting to order and welcomed everyone.  Mr. Corley and Board Members asked to remember the two families, living in our area, who recently lost teenagers in accidents; also those suffering health issues.  Ms. Alice Thomas gave the invocation and led the Pledge of Allegiance to the Flag.

 

Item 2:  Revisions to the agenda.

 

            There were no revisions to the agenda.

 

Item 3:  Mr. Morvan read the following public notice aloud, as required by law.

 

            Notice is hereby given that at its meeting to be held on Thursday, July 1, 2021, at 6:00 p.m. at the DeSoto Parish School Board Instructional Materials Center, 523 Oxford Road, Mansfield, Louisiana, the Parish School Board of the Parish of DeSoto, State of Louisiana, plans to consider adopting a resolution ordering and calling a special election to be held in School District No. 3 of the Parish of DeSoto, State of Louisiana, to authorize the issuance of general obligation bonds.

 

            Mr. Corley provided additional information that the resolution will be voted on at the July Board meeting, for the Stanley School District.

 

Item 4:  Approve minutes from the regular Board meeting of May 6, 2021.

           

Motion was made by Dr. Henderson, seconded by Mrs. Mayweather, to approve the minutes of the May 6, 2021, Board meeting as presented.  The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0.

 

Item 5:  Great News

 

Mr. Corley announced the 2021 LHSAA State Track & Field winners and presented them with certificates.

 

Key’Savalyn Barnes, Khameron’ Boykins, Jykiveon Hewitt, and Ja’Caleb Robinson made up a team from Logansport High School that won first place, Class 1-A, for the 4 x 200 meter relay.

 

Cole Palmer of North DeSoto High School won first place, Class 4-A, for the 110 meter hurdles.

 

Mr. Corley and Board Members commended the student athletes for the persistence and dedicated hours of practice required to become State Champions.  Recognition was also given to their coaches and families for providing support throughout the years.

 

Item 6:  Public hearing for the 2021 millage rates:

 

Mr. Glenn made the motion, seconded by Ms. Thomas, to open the public hearing.  The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and   Abstentions = 0.

 

There were no public comments.  Dr. Henderson made the motion, seconded by Mr. Boyd, to close the public hearing. The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0.

 

DeSoto Parish School Board

 

BUDGET RESOLUTION

 

The following resolution was offered by Coday Johnston and seconded by Bobby Boyd:

 

A resolution adopting, finalizing and implementing the Annual Operating Budget of the DeSoto Parish School Board for the fiscal year beginning July 1, 2021 and ending June 30, 2022.

 

WHEREAS, Clay Corley, in his capacity as chief administrative officer of the DeSoto Parish School Board prepared, with the assistance of Donayle Ashworth, Director of Business Services, a proposed General Fund, Special Revenue Fund, Debt Service Fund, Capital Projects Fund, Internal Service Fund, and Pension (and Other Employee Benefits) Trust Fund Budgets for the fiscal year beginning July 1, 2021 and ending June 30, 2022, which was accompanied by a budget adoption resolution; and

 

WHEREAS, the proposed General Fund and Special Revenue Fund Budgets as shown in the Annual Operating Budget document after the budget adoption resolution shows the revenues itemized by source and the expenditures itemized by function as required by Louisiana R.S. 39:1305; and

 

WHEREAS, the accompanying budget adoption resolution has been submitted to this School Board for review and consideration; and

 

WHEREAS, notice of a public hearing on the proposed Annual Operating Budget, notice of the availability of the proposed budgets for review at such hearing and a general summary of the proposed budgets have been timely published in The Enterprise; and

 

WHEREAS, a public hearing on the proposed Annual Operating Budget has now been reviewed and considered; now

 

THEREFORE BE IT RESOLVED by the School Board that the proposed Annual Operating Budget is hereby approved, adopted, and finalized subject to the following changes.

 

1.      None

 

BE IT FURTHER RESOLVED, that the Secretary-Treasurer of the School Board, Clay Corley, or his successor, is hereby authorized and in his sole discretion, to make such changes within the various budget classifications as he may deem necessary provided that any reallocation of funds affecting in excess of five percent (5%) of the projected revenue collections must be approved in advance by action of the School Board at a meeting duly noticed and convened.

 

BE IT FURTHER RESOLVED, that the Superintendent of the School Board, Clay Corley, or his successor, in his capacity as chief administrative officer of the School Board, is hereby directed to advise the School Board in writing when:

 

1.         Total revenues collections & other sources plus projected revenues & other sources for the remainder of the year, within a fund are failing to meet total budgeted revenues & other sources by five percent (5%) or more.

 

2.         Total expenditures & other uses plus projected expenditures & other uses for the remainder of the year, within a fund, are exceeding the total budgeted expenditures & other uses by five percent (5%) or more, or

 

3.         The actual beginning fund balance, within a fund, fails to meet the estimated beginning fund balance by five percent (5%) or more, and the fund balance is being used to fund current year expenditures.

 

BE IT FURTHER RESOLVED that the Secretary-Treasurer of the School Board, Clay Corley, or his successor, shall certify completion of all actions required by Louisiana R.S. 39:1306 by publishing a notice of the minutes of the meeting in The Enterprise.

            BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of DeSoto, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2021, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

            The foregoing resolution was read in full, the roll call or electronic vote was called on the adoption thereof, and the resolution was adopted by the following votes Yes = 9, Nays = 0, Abstaining = 0, Absent = 2:

Item 7:   Report of the Finance & Operations Committee meeting held on May 20, 2021.

 

Motion was made by Mr. Dufour, seconded by Mr. Glenn, to approve the minutes of the May 20, 2021, Finance & Operations Committee meeting as presented.  The vote was taken and the President stated the motion carried with the following votes – Yes = 9, No = 0, Absent = 2, and Abstentions = 0.

 

Motion was made by Mr. Craig, seconded by Mrs. Mayweather, to approve the following action from the May 20, 2021, Finance & Operations Committee meeting:

 

·         Approve school audit reports as presented

·         Approve bid for duplicating and classroom supplies

·         Approve bid for janitorial supplies

·         Approve the Enterprise & Interstate Progress as the official journal for 2021-22

 

The vote was taken and the President stated the motion carried with the following votes – Yes = 9,

No = 0, Absent = 2, and Abstentions = 0.    Mr. Glenn noted that the millages were remaining the same, except in Logansport, where there will be a slight decrease.

 

Item 8:  Board policy for review

 

Policy GBRH, Employee Leaves and Absences, was presented for review.

 

Item 9:  Comments

 

Superintendent Corley made the Board Members and public aware:

·         There are 580 students attending the district’s Camp DeSoto at the three locations.  Student Learning staff, Principals, Transportation, and Student Services staff were all commended for playing important roles in putting the summer learning together and ensuring students were able to attend. Camp DeSoto offers not only traditional instruction, but many enrichment opportunities as well.

·         Summer work is going on at our schools to make them ready for a new school year.

·         We are excited to complete the 2020-21 school year and we are already working hard to begin the next school year in two months.  Mr. Corley expressed gratitude to leadership for everything they have worked for during this very unusual school year.

·         Mrs. Diana Curtis has been named Principal of Logansport High School.  She has served this year as Interim Principal and we are all excited to have her on board as Principal.
