The DeSoto Parish School Board met in regular session at the DeSoto Parish School Board Instructional Materials Center, 523 Oxford Road, Mansfield, Louisiana, on Thursday, June 2, 2022, at 6:00 p.m. with the following members present:
Dudley M. Glenn, Dr. Neil Henderson, Jeffrey Dillard, Donald B. Dufour, Alice Thomas, Coday Johnston, Mark Ross, Thomas Craig, Jr., Bobby Boyd, Rosie Mayweather, and Clay Corley, Superintendent. Absent: Dale Morvan
Item 1: Call to order
President Alice Thomas called the meeting to order and asked to please remember the families of those who recently lost loved ones as well as those facing health issues. Mr. Corley led the invocation and the Pledge of Allegiance to the Flag.
Item 2: Revisions to the agenda.
There were no revisions to the agenda.
Item 3: Approval of minutes of the regular Board meeting of May 5, 2022.
Motion was made by Mr. Glenn, seconded by Mr. Boyd, to approve the minutes of the regular Board meeting of May 5, 2022. The vote was taken and the President stated the motion carried with the following votes – Yes = 10, No = 0, Absent = 1, and Abstentions = 0.
Item 4: Great News
Mr. Corley and Board Members recognized the recent LHSAA Track & Field State Champions and presented each student athlete with a certificate. State winners from DeSoto Parish:

Item 5: Public hearing for the Budget for FY 2022-23 and millage rates for 2022
Mr. Glenn made the motion, seconded by Mr. Craig, to open the public hearing. The vote was taken and the President stated the motion carried with the following votes – Yes = 10, No = 0, Absent = 1, and Abstentions = 0.
There were no public comments.
Dr. Henderson made the motion, seconded by Mr. Johnston, to close the public hearing. The vote was taken and the President stated the motion carried with the following votes – Yes = 10, No = 0, Absent = 1, and Abstentions = 0.
Item 6: Report of the Budget/Finance Committee meeting held on May 19, 2022
a. Motion was made by Mr. Ross, seconded by Mr. Boyd, to approve the minutes of the May 19, 2022, meeting as presented. The vote was taken and the President stated the motion carried with the following votes – Yes = 10, No = 0, Absent = 1, and Abstentions = 0.
b. Motion was made by Mr. Ross, seconded by Mr. Boyd, to approve the 2022-23 annual operating budget and resolution as presented. The vote was taken and the President stated the motion carried with the following votes – Yes = 10, No = 0, Absent = 1, and Abstentions = 0.

BUDGET RESOLUTION
The following resolution was offered by Mark Ross and seconded by Bobby Boyd:
A resolution adopting, finalizing and implementing the Annual Operating Budget of the DeSoto Parish School Board for the fiscal year beginning July 1, 2022 and ending June 30, 2023.
WHEREAS, Clay Corley, in his capacity as chief administrative officer of the DeSoto Parish School Board prepared, with the assistance of Donayle Ashworth, Director of Business Services, a proposed General Fund, Special Revenue Fund, Debt Service Fund, Capital Projects Fund, Internal Service Fund, and Pension (and Other Employee Benefits) Trust Fund Budgets for the fiscal year beginning July 1, 2022 and ending June 30, 2023, which was accompanied by a budget adoption resolution; and
WHEREAS, the proposed General Fund and Special Revenue Fund Budgets as shown in the Annual Operating Budget document after the budget adoption resolution shows the revenues itemized by source and the expenditures itemized by function as required by Louisiana R.S. 39:1305; and
WHEREAS, the accompanying budget adoption resolution has been submitted to this School Board for review and consideration; and
WHEREAS, notice of a public hearing on the proposed Annual Operating Budget, notice of the availability of the proposed budgets for review at such hearing and a general summary of the proposed budgets have been timely published in The Enterprise; and
WHEREAS, a public hearing on the proposed Annual Operating Budget has now been reviewed and considered; now
THEREFORE BE IT RESOLVED by the School Board that the proposed Annual Operating Budget is hereby approved, adopted, and finalized subject to the following changes.

BE IT FURTHER RESOLVED, that the Secretary-Treasurer of the School Board, Clay Corley, or his successor, is hereby authorized and in his sole discretion, to make such changes within the various budget classifications as he may deem necessary provided that any reallocation of funds affecting in excess of five percent (5%) of the projected revenue collections must be approved in advance by action of the School Board at a meeting duly noticed and convened.
BE IT FURTHER RESOLVED, that the Superintendent of the School Board, Clay Corley, or his successor, in his capacity as chief administrative officer of the School Board, is hereby directed to advise the School Board in writing when:
1. Total revenues collections & other sources plus projected revenues & other sources for the remainder of the year, within a fund are failing to meet total budgeted revenues & other sources by five percent (5%) or more.
2. Total expenditures & other uses plus projected expenditures & other uses for the remainder of the year, within a fund, are exceeding the total budgeted expenditures & other uses by five percent (5%) or more, or
3. The actual beginning fund balance, within a fund, fails to meet the estimated beginning fund balance by five percent (5%) or more, and the fund balance is being used to fund current year expenditures.
BE IT FURTHER RESOLVED that the Secretary-Treasurer of the School Board, Clay Corley, or his successor, shall certify completion of all actions required by Louisiana R.S. 39:1306 by publishing a notice of the minutes of the meeting in The Enterprise.

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of DeSoto, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2022, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll call or electronic vote was called on the adoption thereof, and the resolution was adopted by the following votes Yes = 10, Nays = 0, Abstaining = 0, Absent = 1:

Item 7: Comments – Presentation by Student Services Departments
Superintendent Corley introduced Social Worker Worlita Jackson, along with Student Service Supervisors Clinton Fuller and Josh Dahlem. Together they gave an interesting presentation regarding the Reimagine Grant awarded to DeSoto Parish Schools and the initiatives this grant will fund.
Mr. Corley and Board Members thanked the presenters for taking the time to put together such an informative presentation to share with them.
On a motion by Mrs. Mayweather, seconded by Mr. Dillard, the Board voted to adjourn the meeting at 7:15 p.m.
